Then sit down on the toilet in the stall, if that will make you more comfortable. Most shy guys like I used to be wouldn't pee in the stall either--you are still "heard" , that is one tactic I used to use. I also forced myself to go at the urinals, usually would close my eyes and count to 30, with the goal of letting the flow go before I got to 20. Did this for several years, and it seemed to work. Plus I started telling myself every guy is the same, we all pee and have the same equip, so what is the big deal. Now I can line up and go in groups, rarely have a problem. Good thing-- I fly a lot and the stalls are always full, so the urinal is the only option unless I want to wait to empty a really full bladder.

The best advice I can give you right now is to use the stalls, either standing up or sitting down. Don't hold yourself and make yourself uncomfortable. It's better to use the stalls -- most other men don't give it a second thought when another guy uses the stalls to urinate. In fact, most of the time you use a public restroom, you don't even know the other guys in there.
Here is the best overall site I can recommend to you right now:
http://en.wikipedia.org/wiki/Paruresis
It's difficult to understand how this disorder starts in men. In childhood? Maybe. After an embarrassing time at the urinal when you couldn't pee? Who knows? The condition can be debilitating though. You are not alone.
One thing you might start doing is starting to pee with a pee buddy, somebody you trust. And if you feel most comfortable using the stall, then so be it. That's perfectly okay.

Don't pay any attention to the flip answers some have given you here. This is a psychological and medical problem that can come on anytime but usually in adolescence. It affects about 7 million men in the USA and many, many around the globe. It happens once in a while to everyone else usually in a very crowded men's room (and to women also but not as many). Please pull up www.paruresis.org on the internet and read some of the case histories and ways you can be helped. You may even want to send e-mails there about your problem and experiences and get good feedback.. There is also a terrific book by Stephen Soifer, "Shy Bladder Syndrome, Your Step-by-Step Guide to Overcoming Paruresis." available from Amazon or through the Internet group. There is help. You are not a freak. Many professors, doctors, lawyers, police, Marines, construction workers, etc., have the problem. If you are a freak, then so I am I! I once stood next to a Marine at the urinal and he couldn't go. I recently stood next to an airline pilot in a busy airport. He couldn't go either. We all had the problem known medically as paruresis It happened to me once or twice in grade school but then it got worst in middle school, high school, and college. At Boy Scouts camp I wanted to join the other guys pissing in the woods. I couldn't pass a drop of pee even though it was time to get rid of my morning piss and I had to go bad. With help my problem is not so bad anymore. It is no fun walking around with a pain in your bladder. You know it in slang as bashful bladder, shy bladder, pee shy, a bladder that freezes up, a bladder that won't open up, stage fright, etc. Don't despair.
