No. It was China.
When gunpowder was first invented (before 1000 A.D.) the Sung dynasty's army was very numerous by the standards of other civilized lands, numbering more than a million soldiers. It was composed almost entirely of infantrymen, whose preferred weapon was the crossbow and whose principal role was to guard fortified places along the northern frontier against nomad incursions. Gunpowder was initially of very minor importance - useful only to set nomad tents on fire from a distance, or the like.
As we saw above, when the Mongols invaded and then ruled China (1206-1368), they began to explore the offensive capabilities of gunpowder and developed explosive devices, including the first guns, for breaking into fortified strongholds and attacking in the field. But persistent shortages of gunmetal in China meant that Chinese guns were more expensive than those of Europe, and they tended to remain smaller and less powerful as a result.

Actually it is widely believed that the chinese first invented gunpowder during the 11th century. Although some theories also point to British scientists. While the first guns were invented by Europeans in the 14th century. They were used to knock down the walls of castles. The first smalls arms such as rifles and pistols wouldn't appear until about the 15th century. They were matchlocks. They fired a ball or sabot after igniting a small charge of gunpowder. Their range wasn't very impressive and wind and rain would put out the match or dampen the powder resulting in failure to fire.

the chinese....
Gunpowder was the first known chemical explosive and propellant.[1] The earliest record of gunpowder, a Chinese book from c. 850 CE called "Classified Essentials of the Mysterious Tao of the True Origin of Things," indicates that gunpowder was a byproduct of Taoist alchemical efforts to develop an elixir of immortality:[2]
Some have heated together sulfur, realgar and saltpeter with honey; smoke and flames result, so that their hands and faces have been burnt, and even the whole house where they were working burned down.[3]
The Chinese first used gunpowder in warfare in 904, as incendiary projectiles called "flying fires." Its use was soon expanded to explosive grenades hurled from catapults. The third step was to use gunpowder as a propellant. Its first such use was recorded in 1132 in experiments with mortars consisting of bamboo tubes. Mortars with metal tubes (made of iron or bronze) first appeared in the wars (1268-1279) between the Mongols and the Song Dynasty.[4]
