A combination of nature and nurture. There's a story written by Paulo Coehlo in 'The Devil and Miss Prym' that touches on that topic. Really interesting book because he believes that every human being is tempted to be evil but crime and punishment regulate human behaviour.

Read a book called the " The soul's Code"
It has some nice theories about where evil starts.
The theory it provides is more along the line of nature. It gives examples from Hitler's youth and childhood to show that his evil started very early on and did was not the result of nurture.

There are people known as Feral Children.. children left alone to fend for themselves from a very early age, and they turn wild, they turn to animals. This is known as nature. If you leave a human to do whatever they want and in no position to provide for themselves in the traditional sense.. then they'll turn wild, animal.. feral.
Nurture tries to tell us that no matter what a person is "born" like, you can make them into anything by teaching them. Nurture tells us that we can turn a bad person good by loving them.

In my opinion, evil is the lack of goodness. If you don't care what happens to others, or their well-being, the door to evil exists.
There is a quote, but I will probably slaughter it...
"In an immoral society, law is ignored.
In a moral society, law is not needed."
And yes I could write that essay; and no I won't!

it is a combination of the two. not all people who grow up in a negative background are evil. it is only those who have evil in them who turn out to be evil. they have excuses which put the blame on others doors, but they could have learnt positive rather than negative lessons from them.
write your essay yourself. don't let that evil "laziness or cheating" spoil your pristine self.

No person by birth is evil. A person becomes that way due to the environment in which he or she grows up or due to cicumstances
that push them that way or some times it is pure insanity.
That said, there are people who inspite of their surroundings are good and vice versa.
And also sometimes, a person does not know he or she is evil. It is the human nautre to compare oneself with people around them and when they see people around them worse than themselves, they tend to think they are not bad. And if they have people better than themselves, they try to better themselves.
All goes to say, bieng in the midst of good, even people with evil thoughts become good or try to be good

some people are desensitized to wrongdoing. Cannibals raise little cannibals. others are just warped, called psychopaths who just choose to do wrong and enjoy it. a few are chemically imbalanced and do wrong through inner coercion. people are naturally born with an immunity to the word "no". many a two yr old has to be disciplined right on that word to start with, and they didn't learn to rebel from anywhere but human nature.
