Pobept - many thanks for demonstrating your own poor skills by using 'miss spelling' rather than the correct 'misspelling'. And I'm sure Shakespeare would be very interested to hear that 'tis is not an accepted substitute for 'it is'. Archaic it might be but incorrect? I beg to differ. But the answer to the question is yes, if you are starting the sentence with ' 'tis ' then a capital is appropriate.

Yes. Any word in english at the beginning of a sentence is going to start with a capital letter.

In grammar rules, the correct contraction of "it is" is "It's". But if your composition is not formal in nature then you can use 'Tis. And if you will start your sentence with this contraction, then you would have to capitalize it. :)

No you only use a capital letter for a proper noun e.g. a persons name or a town or city, or at the start of a new paragraph
