www.jmeeting.com is pretty good.
It allows you to view up to three webcams simultaneously, and chat in a IRC type environment. It's a modest sized Java download. I like it.
One can expect a fair amount of adult content there, so beware.

Updated for 2014 and anyone else wondering.
For the "Best" can mean a few different things if you want something free where you don't need a card and you can just enter and roam free (and if you wanna spend some cash in a month or two on some freakier model then fine lol). That is the cool thing about cam's you don't get some 29.99 fixed price per month like adult "websites" lol ...its' INTERACTIVE and "real" as well!
I would suggest CHATURBATE it is Consistently on WEB cam review sites (there are plenty!) so don't just look at one....any chaturbate is a top 5 cam site on almost all review places and here it is
