No, it is not OK and parents should be the example and show their young daughters how to have respect for themselves and how present themselves in a respectful way. In that situation above the next thing the parent should do it explain to her daughter about boys and girls and not give her a story book version but to really help her understand that show herselve is not and good thing and also taking money from guys is not good.
Respect starts with the parents and then with the children. So parents so really teach their daugthers how to be ladylike and wearing no panties is not lady like.

I heard that when i was about 10 years old. It was the funniest joke my grandfather told me. I wish he was here to tell my girls. He told in a different way though. The girl used to bend over to pick up change that the boys dropped. you know, back when my g-pa was little, a quarter went a long way.

You may think this is funny but I've actually experienced something like this first hand. It wasn't me but this guy I used to know has a little girl and didn't think it mattered because she was little, until we went to the park and she showed her business on the monkey bars.
If you're not going to put underpants on your kids at least put them in some pants.

I guess according to Purple Moo I'm not much of a lady because I don't like to have underwear riding up my butt all day so unless I am wearing a short skirt, which I never do, I don't wear panties. They are uncomfortable and unnecessary in my book. But to each their own.
