No! I have created websites with fewer than a dozen tags. Like the other responder mentioned, web editors will do most of the work for you, but if you really want to learn how to create web pages I suggest that you learn the basics of HTML first.

Or just search Google for 'simple html template' etc.

Templates range from free - around $80 and sometimes more.
