This is how someone was able to install the drivers onto Vista Rc1. Maybe this will help:

Just letting people know how I managed to get my DSL-200 ADSL modem working with Vista RC1.

If you try and install the drivers from the disk in the same way as you do for XP, the drivers fail to load properly.

To get it working, insert the DSL-200 cd and install the modem as per XP, selecting the encapsulation etc etc. However, when the notification states that the operating system has failed to install the drivers, do NOT click finish. I just pushed the reset button on my computer.

After the restart, the modem drivers are installed and I could get line sync. I then created a dial up connection from the connect to> set up a connection or network> dial up connection. The number to dial is 8,35. When you try to connect it will prompt you for your username and password. Then it should connect!

Hope that helps cause I didn't want to get a new modem (even if it is crappy) just to give Vista a go!
