You are responsible and you have to re-build the nation. You give all the prime building contracts to your buddies, they do the work at an exceedingly O.T.T.cost. The `fallen` nation picks up the accounts and spends the next twenty years paying for them. As a result of this, they hate you even more; and little, if anything was accomplished.
