The best one I can think of is www.freelancewriting.com. Freelance writers check the boards. You can post project specifications and your contact information. The writers can email you and you can check out their writing samples, etc. The quality of writing you get from the freelancer will depend on your pay scale. I do these types of projects myself. Listen to my friend Maryn. You do get what you pay for. Blazebird also gave you a good response. But there is a way around this possibly. You can possibly find what is called an abridged or unabridged editor. That is basically an editor who works along with you for a fee. Since you only have a limited amount of money to pay, you can always offer a percentage of royalties to the ghostwriter. It is becoming a quite common thing for authors to offer percentage points to their editor. What it actually does is give you a better piece of work because the ghostwriter/editor now has a stake in the outcome. I would look at local writers' groups - real ones - not online ones. I would be very concerned about meeting a person and getting some sort of references and see some of the person's work. You should interview a few potential ghostwriters and find out exactly how they think they can help you. 1) Do you get along well with them? That is very important. 2) Do they have experience with writing book proposals, queries and summaries? Those are very essential documents. 3) What is their personal publishing experience? You have a lot of research to do, but you may be able to find someone who would work under those conditions. Ghost writers get a fee (obviously) for writing your story which you'll get credit and royalties for. Therefore, the best way is to first find out if there's a market for your story through a publisher. The publisher will then help you to find a writer and will take care of all the necessary legal paperwork to protect both of you.
Trying to do it on your own without a publisher involved will mean a lot of money out of pocket for you and no binding legal agreements to protect you.
