If you want to make it available to everyone, you could use a peer to peer file sharing program like Limewire or event set up a torrent site. If it's a one shot for a single person, an instant message communication should do the job, even if it's a little slower.

You can download a free bittorrent client like utorrent. You create a bittorent and somebody on the other end can download it. They have to have a bittorrent client on their side too.
