Yes it is legal to use hand signals whilst driving for several reasons, examples: When you wish to confirm your intention to alter position when an indicator may not be seen clearly, (for instance in queueing traffic when turning right), when indicators are not working to get your vehicle to a garage for repair, on an old vehicle which has no indicators by design! You must use the hand signals correctly and clearly as shown in the highway code.

Yes it is "Legal" to use hand signals; make sure you know the Proper hand signal that you intend on using for the intended move that you are going to make. Ex: don't use the "Stop-signal" for a "Right or Left Hand Turn."
Since the early to mid 70's, vehicles have been made with much better "electronic-systems" that are less likely to fail, that does not mean they won't fail...
Remember this; anything that man makes, can brake! Lighting systems (signals, headlamps, turn-signals) can fail! A bulb can burn out, or a fuse and circuit, can be damaged or burn out. It doesn't matter if the vehicle is brand new or 20Yrs. old.
Last note: Remember that driving a vehicle is a "Privilege" and not a "Right" and you can loose your "privilege" to operate a motor vehicle for not obeying all of "The Traffic Laws" of your State or region!

When i was being taught how to drive we where shown how to do hand signals. I have not seen the latest handbook, but surely they must be still legal. What if your signals fail.?

You need to specify which state you are in.
In CA it is now ILLEGAL to only use hand signals. You must have working turn signal lights. (The driving rules changed about 5 years ago in california)
I'm not sure about other states, but I'm sure each state has their own laws on this.

you may use hand signals if you wish, however once you stop giving the hand signal you should replace it with a mechanical signal ( indicators)as required
you would need to start giving the hand signal sooner to give youself time to swap signals
and dont forget you need to drive with your window open all the time

In France gestures are accepted by judges, relations between drivers being considered as ruled 1° by public law and rules
2° mutual agreement, right like in contracts, which imply freedom of determination between two individuals. Gestures are an element of agreement

Yes it's legal, when appropriate. When I used to drive to work In London I used them when I had to push into a solid stream of traffic. I think people were so stunned that they always let me out!
