Alabama. Montgomery is the capital. Jefferson County (Birmingham) is the largest in population and Mobile County (Mobile) is second largest. Montgomery comes in third.

Kentucky (my home state) is one. The capital is Frankfort but its not even close to the largest city which is Louisville.
