You can have your own webpage or blog but with banner ads or upgrade for an amount by month.
They have templates or advanced where you can design usiing your own HTML. And, many little goodies to choose from like spript, graphics, and tutorials of one kind or another.
Give it a try and see what they actually do offer. Check out some of the pages the list as examples of the work people do.

Well to my knowledge, there is no way to do so without registering the domain, or paying a provider to host the web as an alias to their own site.

domain names cost money, so if you're looking for free... get a short one.
v3.com and bravenet.com offer short names in exchange for pop-up ads / banner ads in a frame
as for hosting...
Angelfire with the no ads code is pretty decent... there are others, but their ads can be hard / impossible to block
(if you don't mind ads you can leave out the no ads code)
No Ads Code for Angelfire:
Go into the advanced editor for your page and paste this right BEFORE the
tag:
There are lots of free hosts out there, but most of them require some sort of ad ... some require that you post 50 messages in their forum before you can have your hosting, and you have to keep posting in their forum to keep the hosting going.
This is where you can compare free web hosts - http://www.free-webhosts.com
