Tijuana (TIJ) is the airport you are asking about. At this time, no commercial airline is offering nonstop flights between Tijuana and any US airport. If you check the link below, you will find that none of the flights listed is direct,and all route through another Mexican airport (such as Hermosillo). Mexicali (which is almost the same distance) has even fewer options. Best to fly into San Diego and take a cab.

The runway of the Tijuana Airport runs (east-west) parallel to the U.S.-Mexico border fence and is approximately 100 meters south of it.

What is good to know is that there are now discount airlines in Mexico. Some operate routes out of Tijuana. These flights can as cheap as taking the bus.
