I think the tri- states would be Ohio, Kentucky and Indiana. The Tri-states University is in Indiana. However, there have been cases where Virginia, North and South Carolina has been mentioned and also New Jersey, New York and Pennsylvania - so take your pick.
Perhaps the term Tri-State merely refers to any 3 States that have common borders.
But what do I know - I'm Canadian.

It's New York. New Jersey and Connecticut. It is because Connecticut and New Jersey are closely related financially and technologically to New York and New York City in particular.
