Add up your incoming money, take away all direct debits/bills, divide the rest into 4 weeks (if paid monthly) then you'll know how much you've got on a weekly basis. check your bank statements to see where all your money is going - if, like me, you find a lot of it is on food shopping, plan meals and only get what you want, don't keep going for the buy one get one free offers as it usually ends with you spending more than you normally would, limit yourself to just one offer per supermarket trip. one or the other of you has to take charge of the finances i.e. keep track of spending, and the other must NOT spend unless it has been ok'd by the one keeping track.

I am the wife. Separate accounts but money from both into a joint account where all bills are paid. He pays the mortgage, I buy all the food and put extra into the joint account. Works fine.

Try for a month writing down everything you spend. I think you will be surprised how much money you spend on rubbish. I was.
Good luck!

We keep separate accounts and have individual bills that we pay. It's somewhat unusual, but it works for us.
