pipes bringing the water in are cold. Any ideas?

is it full of air? try bleeding it. Otherwise are the small taps at the ends turned off? The pipes will be cold if there is no water movement through them.

Mineral deposits may have blocked the pipe, or your gate valve is not working.

Better have it checked before the cold weather arrives, you can still get a good price if you have it checked and maintained ASAP. if you wait you may not be able to find a specialist with a cheap price

you might have air in the lines. try bleeding the radiator.

check lines and see if they are plugged. if lines are clear look for a bleeder and bleed the air out of the lines. that should do the trick.
