Ask your broadband ISP . the ratio in which the download:upload is given to you.. Some ISP's cheat people.. by giving 1:2 so if its
128 Kbps connection given to you. then it wouldmean.
42kbps only as download and the rest as upload..
And if u r on ADSL, u would need to limit ur upload speeds in case of p2p or ur download speeds will be affected.

To check out yor speed yo can google sites that will check you DSL speed. I am listing one for example http://www.dslreports.com/stest
You should probably try a few different sites so you can test the speed of the connection. This will help to tell you if there is an issue with the braodband connection or not. If not then maybe it is time to clear out your hard drive so it is not cluttered, or add more memory, ETC. Try this out first. Hope this helps.

I'm on cable broadband.I go to my ISP homepage and there's a tab I can click that checks current speed on the service which is usually around 303kb.
