People can say anything they like any time they like; where "sorry" is concerned, it's not about the saying, it's about the listening, and the accepting.
Personally, I don't often accept "sorry" beyond everyday matters. I mean, if somebody bumps in to me or does something equally unimportant, that is one thing. "Sorry" then is just a common courtesy.
But when it comes to things that REALLY matter, "sorry" is worthless. For some, it is a word used so often and so cheaply it really isn't worth the air it takes to make the sounds.
So if anything, when it matters most, I reckon it's ALWAYS too late to say sorry.

usually it is not too late to say your sorry and to try to make things right, the exception to being to late to say sorry is if the person dies,so you might have an argument with someone not speak but tell them something like okay we can't be friends or talk to each other but I love you.
