my girlfriend/step-sister wants to go to one for our anniversary but i keep worrying that they'll hassle us, so i think it might be better if we stay home, candlelit dinner that sort of thing.....

I don't think so. I does depend on how people view same-sex relations in your area, generally.

I would think that lower scale restaurants would be worse.

Not unless you are making out at the table or don't have enough money to pay.
Otherwise, you would pretty much just be two more diners.
