Hey this will be my first question answered as I just started this but trust me you're in good hands (10 years IT Experience). I just had this problem on my network. This is part of a /ZLOB trojan. The trojan adds registry keys that change your homepage settings and also brings up very annoying adds and such. The safeiepage homepage is just one part of it's terror.
To fix it use this tool: http://siri.geekstogo.com/SmitfraudFix.zip found here: http://www.geekstogo.com/modules.php?modid=5&action=show&id=80 ....when you save the tool and then open it's folder you will see several icons. You want to open the unzip icon first and extract the files. Then, choose option 1 (Search). After the search is done close the text file that it creates showing what was found and then use option 2 (Clean)..It may ask if you want remove temp files or something to that effect...say Yes...it may seem to just sit there for a minute or 2 doing nothing but trust me it's performing it's processes and after a couple of minutes will complete. Afterwards, close the new text file showing the results and close the tool. EVERYTHING IS BETTER NOW>>>although you may have to restart your PC and reset your background when done. To remove the safeiepage virus on your computer please follow the steps below. It totally works! 100% Guarantee
1. Download the tool from the link below:

Extract all the contents of the tool on your desktop.
2. Double-click smitfraudfix.cmd

update them restart into safe mode run them
if you still have problems then go back and follow directions for removing viruses manualy

Download their AVG anti-spyware (used to be ewido)...update it then run it ... it's good ... it works ... it'll clean that nasty stuff right up
