perhaps you could try some weak acid - vinegar perhaps - acid breaks up concrete, but I would certainly test this idea first - I have never tried it on clothes

Let the shirts dry completely and pick it off by hand. They will not be completely clean and dirt free but better.
You can also try washing on a wash board. You can get some things a little cleaner on a wash board.

The uniform's probably water resistant, wipe it off with a wet cloth.

Why would you want to get it out? My wife is asking "How do I get grease out of clothes?" Why get it out?
Hi, I'm Saint Nearly and I'm always hooking up and unhooking semi-trailers on the job and getting fifth-wheel grease all over my clothes and in my hair. I have to get it out of my hair or my wife won't let me come to bed, but why bother getting it out of the clothes? This is a question, not an answer; please answer it.

set aside the shirts that are ruined and make him wear those to work. believe me everyone he works with has soiled clothing.

well concrete Hah?? i think when it dry it will it will fall off the cloth but migt leave stain,,,what knid of unifrom it is like overall one , i think men don't care about stain just wash it as long as it smell clean he don't care.
