will i think it depend .if you want to be profesional web desiner
then you have to learn html & xml language and if you want to build webpage for your personal use go and search googel for free website from there you can build free web page without using html coding its very easy any one can do it .and if you want to earn some money by posting googel add to your website use www.freeweb.com .there are many just search it.

u have many ways
first one u can go for HTML but tha wnt help u more than creating a basic page
on the alternate u can go for dreamweaver or some other related software that would help u a lot to develop professional and cool looking web pages
whatsoever option u choose but please make it sure that u have enough stuff to depict on it and keeps the pictures the most supporting way to represent u

Learn html and build it yourself, rather than using a front-end software that hides the details and adds unnecessary code.
