The simple way to think of it is a dry-liner engine has the cylinder liners attarched to the cylinder block. A wet-liner engine has much more of the cylinder liners surrounded by a coolant bath, e.g engine oil and not the actual block

The liner is the part of the engine around the piston.As I understand it dry liners are a fixed part of the engine block whilst wet liners are removable - hope that helps

wet liners are engine cyclinders with Cast Iron "Cylinder" sleeves inserted, the sleeves can be taken out when the engine is overhauled, dry liners are engine blocks which have been bored out on a milling machine and do not have sleeves in the piston cylinders.

Wet liner, covers waterways, thus it is in direct contact with the coolant.
Dry liner is exactly the same component but there is no contact with the water ways
