I have a grey long sleeve short on w/ blue jeans, the fade light blue, not the dark blue.

I was wondering can I wear brown shoes with it, there brown vans. I was wondering can I wear those 4 colors together or those that not match?

Light colors -- gray and faded light blue jeans -- will go with brown shoes. Your outfit will look better with a brown belt.

Dark top, light bottoms. Light top, dark bottoms.

Light bottoms, light shoes. Dark bottoms, dark shoes.

Or unless you can match the shoe color with the top color with only a shade difference.

I think you won't go wrong this way.

i'm not sure, i think the brown and neutral grey + 2 shades of blue is a clash

Yes, all of those colours are muted and fairly neutral, so brown shoes would look fine.
