I don't know the specific picture that you are referring to, but the word for pictures made from text and symbols is ASCII art. There are several sites which provide such pictures. The first site below ASCII-O-Matic allows you to upload your own picture and convert it to an ASCII picture.
The second site features ASCII images of several animated cartoon and comic characters
The third site is 'How I Make these ASCII Pictures and Links to Other Tutorials'
