If you do not want to give offense, you will have to change the way you ask questions. First retarded can mean to be held back so you could be talking about someone being prevented from advancement

I would recommend to not worry about giving offense or not. State your question clearly. If you offend people, well they will let you know. If you truly do not want to offend someone, think long and hard about what you want to discover and then try to put a question forward that will get people to answer your question directly. I'm not talking about gearing your question to get an answer you agree with.

is beacuse they like it and act out for more attenation if people wouldnt give it they will stop just like with most 3-4 years old kids there is no reason for em to sit there and scream to top of lungs no 1 is hurting them or being mean there just wanting the attention put em in a nother room close door for time out the more they carry on the longer they stay

Because they draw attention to themselfs by being "special" such as a unique attitude, or crying, or having temper tantrums, or how they dress
