well,it is the state of assam.the details have been given in the answers by sheikh,baby and high jack.it is basically a harvest festival. most festivals in our country are associated with the harvest period.in fact,it is to show respect to mother nature in its varied forms and hues that we have these festivals.however,most of these festivals are mechanically celebrated with most persons who celebrate them also hardly knowing their significance.festivals now have become mere tools to show one's pomp and show and also a source of grave pollution to the mother earth as also water and air.the sanctity and austerity has gone out of them.
