just smile at the first,, then if you are in traveling say : excuse me, where are you from? and then words will come!
if not, you wanna creat with someone at your work or in a party &... it's better to start with admiring something from his/her character ! for example:
what a nice dress, or how lovely you speak,,, !
but try to be honest and not to lie!
