1) Uninstall all unnecessary programs. Go to control panel -> Add Remove Programs. Every program that you install adds some information into the registry. The more information the registry holds, the larger it is. While starting up, the computer will scan through the registry and hence a larger registry will mean a longer time to start up.
2) Go to START->RUN and type in MSCONFIG. This is only for Win 98 and Xp. Go to the STARTUP tab in the dialog that opens up. Remove unneccessary items. Typically items like Yahoo messenger, MSN messenger, Office startup, task scheduler etc. and many other small and large software programs get added into the startup as soon as you install them.
3) If possible, make sure your boot partition(where the operating system is installed) is as small as possible. For example, I have a 40GB hard disk divided into 5 partitions C,D,E,F and G. I have Windows 98 installed on C:. My c: is only 2GB whereas the other drives are much larger. If you have Windows XP, 2GB will be too less. You can have it as large as 4 or 5 GB.
4) Clear your temporary files from time to time. You can go to the TEMP folder in the windows directory manually and delete the files or you can use the DISK CLEANUP WIZARD that you will find in START->PROGRAMS->ACCESSORIES->SYSTEM TOOLS.

if u want to speed up the start up of a computer u can do few step as below
1. go to Run
2. type "msconfig"
3. go to startup
4. remove the check mark whatever u don't needed don't be unchecked everything other wish u face the problem
after that it will be restart and u get much better speed
or if u want to get more speed in start menu so do few step as below
1. go to Run
2. type "regedit"
3. go to HKEY_CUREENT_USER\Control Panel\desktop
4. find the "MenuShowDelay" and right click on the file
5. than choose modify and change the value data "0 may be there is "400" already present
after this pc should be restart than u will get more speed in start menu.
its all in windows XP

Get rid of some startup items.
Goto Start->Run type in "msconfig"
Click "Startup" and "Disable All"
You may want to go through the list and be sure your anti-virus software is still running.
After you restart, you should notice a big difference.
If you find that there are more problems after this tool, you can use Spybot to disable items. Download, install and run Spybot.
After updating, goto Mode->Advanced Mode (click OK)
Goto "Tools" on the left
Goto "System Startup"
Uncheck any box that is not green (unless it says "WinLogon").
Restart the computer.

go to run, type msconfig, go to startup tab uncheck unnecessary programs
after that go to services tab stop unnecessary services
windows will ask for reebot, reboot the system
this may help u
and if u r using win 2000 then msconfig will not be available then search on googlr for msconfig program and install that after that perform above task, have a nice time

go start....then RUN command
type MSCONFIG press enter
a dialog box will open
u will find the last tab will be of startup
just disable all
press ok
resart your computer ....the speed will increase
you can also use cleandisk, scandisk and disk defragmentation for increasing computers speed

when the computer starts. it will start all the Hardware loaded, for eg.SCANNERS and this takes lot of time.
For this you have to go to RUN , type. msconfig and Enter.
System configuration Utility will open, now click on STARTUP
and UNCHECK the files you do not want to open on STARTUP.
THIS WILL SPPED UP STARTUP.

Start menu - Run - type in msconfig and press OK - access the "start up" tap - uncheck unnecessary programs ( make sure you recognize the programs you are unchecking) and hit apply.
Also, keep your hard drive clean and neat by error-checking, defragmentation and disk-cleanup.

joe: almost over kill, isn't it?
more ram will really help. And if you know what you're doing (or can find out) you could change the startup registry.
I won't tell you how to do that here because i dont want to be responsible if you screw something up. :-p

check how much space you're using... maybe uninstall programs that you no longer use... i can't remember where to exactly find it but something to do with limiting the amount of programs that instantly run when you turn on your computer...
