24 August, 1991 is the date Ukraine "declared" independence. Their independence was ratified on 1 December 1991.

But Ukrainians celebrate their independence on 24 August.

Ukraine was a center of medieval East Slavic civilization. But it was conquered by neighbors. For a long time Ukraine was part of Russian Empire. After a brief period of independence (1917-1921) following the Revolution-1917, Ukraine became one of the Soviet Republics.

It became independent again after the Soviet Union's collapse in 1991. 24 august:)

it's states they voted for it in 1991, but not sure if this means they were "allowed" to be independant. I found this link which may tell you more. ..
