its a rating level
your threshold is the # of thumbs down you're willing to view a comment with
ex: someone answers a question inappropriately and gets 3 thumbs down, and your threshold is set at 2 - then you will no longer see the comment (it hides itself or minimizes) to spare you the burden of reading an undesirable answer

The "view by rating" selection is a new feature the Yahoo Answer Team has implemented recently. It is for people to screen out possible unwanted answers, based on whatever criteria they feel like doing so. (It all hinges, though, on how the question is rated to begin with. All ratings are done by the actual people who READ the answers, so you're getting the opinion of the USERS of this site, and not some moderating team.)
I saw it today (10/27/06) for the first time. I am playing around with it, to see if it helps me filter out unwanted language and/or unrelated answers. Might work, might not.
It has made me more open minded on how I rate questions and answers, though, and determined to rate more of them...
Other people have already told you how to change your settings on this filter...I suggest you test it out yourself. And, don't forget to rate answers (for those who are at level 2 and above).

Directly below the box with the words
"Search the web"
is a little place where you can change the ratings you want to view. Select
"all answers"
if that is what you want. Change it a few times to see the difference.

It means you're relying on others to rate the questions and determine for you which to read and rate and whatever. I switched mine over to "all answers" because there are alot of bigots rating answers.

I don't know what Queenie had her's set on because the answer she's referring to had no thumbs up or down. i think she's tampered with hers just to not show mine. Doesn't want to be upstaged you see.
