first of all, boot win xp cd from cd rom,then wait for file to be load,
press enter,hit f8 key,choose partition that u wanna to format,hit enter key,then formaT as FAT(quick),then just press enter and enter..
(press escape if setup says if u want to repair win or not)

If the C is the drive that hosts the operating system you can not format it from this computer, you can format it through another computer or at least have a start up disc, maybe a windows cd

The easiest way is to use a Boot floppy drive like the one that came with Win 98.
After the PC boots from the Floppy, you should have a dos screen and you are in a virtual drive called Ramdrive i think. From there you should have commands such as fdisk for partitioning the hard drives on your PC and Format for formatting.
Type help to see a list of all possible commands

It's easiest to use the Windows CD to do it. Boot from the Windows CD and there's an option to format the drive in there.
If you want to format the drive and keep it blank then use a floppy boot disk.

You need a boot disk, then put that in the cd rom and change your cmos to first boot -> cd rom. When you pc asks you to boot from cd rom say yes, if this a window xp cd it will give you a choice later to format.
Other wise you can use a start up disk and type format c:

if it is your primary disk on that comp,, it wont let you,, youll have to remove it and wipe it clean and format on another comp,, or just deal w. what you have,, ,,
unless your upgrading your operating system,,, to a newer more up to date version of something, then you just pop that disk in the cd rom and it will ask to format if needed,, and just say yes,,
remember to back up all critical files before doing any of this as it may get eliminated during format and re loading process

right click C: and hit format.
alternatively put in your windows XP Cd and when set up runs format that partition.
Alternatively get to an MS-DOS prompt and type format C: and hit enter.
