Amending the Constitution is being proposed more and more for causes that have less and less merit.

It may be a moot point though as we currently have illegal amendments in the guise of HR 6166 EH which indicates our elected employees have delusions of godhead. We are a trice removed from totalitarianism.

Constitutional Amendment requires the support of 2/3 of the memebers of the house and not less than half the members present and voting. It is required to be based in the above manner in both the houses of the Paliament. The Bill seeking Amendment can be introduced either by the Government or any individual member. For you to make the Congress Parliamentary Party to introduced the bill, you may moot the proposal through some influential members of the Party, preferably those who have the confidence of the party President or that of the PM, so that the matter is seized upon by the Government.

You cannot make a congressman do anything. A Constitutional amendment is almost impossible to get through. To get him to sponsor a bill cost approx 1.5 million dollars but for any real chance you need multiple sponsors and several fact finding missions to the Carribean you will have to pay for.

The other way is much harder you would need to gather as many signatures for your district as possible there is no magic number the more the better. Than present them to his office and ask for a meeting to state your case. If you are convincing enough and he believes it is a good cause he may be willing to start the process. Chances are quite slim though the process is long and hard But if you have a good idea sometimes they listen to real people. If you really believe in your cause give it a shot. Public support is the key. You've nothing to lose.

You cannot make a congressperson do this. They would have to do this out of their own volition. You should consider drafting proposed legislation and write a cover letter to your congressperson explaining what you hope to accomplish by the proposal. Good luck.
