the police are a para-military organization under as perhaps you might have 'the best' of conditions. And may stand ready to play a role to enforce martial law under 'the worst' of conditions.
Police have a job and a resposibility to address unsafe acts, violations of city ordinances, follow special orders and proceedures etc. They are mostly officers of the peace meaning that is a human being who's job is to descriminate and think and abate situations or enforce laws by what few available methods they have at thier disposal. They are a para-military organization anywhere you go. They are emergency first responders. They are the ones to come check when there are reports of burglary, they are the ones who have the responsibility carry pressures that trickle down from the mayor who is in turn pressurized by the citizens who elected him. Thus, the police service the community mostly against humans in the interest of the demands of the community's occupants.

I honestly believe that if there were a proceedure for every single possible situation a cop could be faced with, then we wouldnt need humans as cops, we could have robots with specific directives and no capacity to descriminate or think.
Yes, there could be something odd going on here, but that might be relevant only to your view of 'normal' and as with your question 'too militant'. i dont think you have provided enough context for me to make a connective answer to your true question.
In some regards, police may be severely lacking in 'militant' manners and discipline as some individuals become lax or take advantage of thier personal powers. It would be in any case, anywhere, in the community's interest to weed out the undersirable officers and keep thier police force as well disciplined as possible.
But, I think conjectively a police force is a portrayal of the local community is services. Some communities where the cops are bad represents corruption, fear and a viscious cycle inherent within the community regardless of police presence. The police are human's too. They will always take more beatings than they give.

I'm not really too sure they dont seem to do too much, there is no one who controls the police (at least in my area) They speed run lights (for no reason) and park in no-parking zones. Most often when they see somthing wrong they just drive away. Unless the S.W.A.T. team gets called in nothing happens.
