People do the best they can with what they know, and what resources are available to them. When fewer resources are available, kids don't do as well with their education, and parents are too busy working two jobs to raise them, so they run wild. With better community involvement, there would be less delinquincy. If people collectively pooled their effort (volunteer one hour a week to a mentor program) then there would be less gang-related crimes. And with restorative justice, kids who did get tnto trouble would be able to redeem themselves with community services rather than be condemned and learn how to become hardened criminals in juvenile detention/jail.
Basically, more effort should be focused on the younger generations and how to mentor them and educate them, so they know how to make better choices.

I would tear down all the high-rise tenement "ghettoes" and build single family housing for all the people living in "ghettoes".
I would put inmates to work, doing constructive, useful work.
I would impose regulations on policemen that would require them to be courteous and respectful of all the citizenry or they would lose their jobs.
I would impose very stiff penalties on first time offenders so that there may be a chance the experience would be so bitter that they wouldn't even consider becoming career criminals.
I would either rid the underworld of the illegal drug trade by entirely wiping it out or I would make controlled substances legal and tax them heavily.

It's a long shot, but I'm gonna say "propaganda".
And I mean in terms of social conditioning.
I've known a lot of criminals who would've chosen a different path if it had been offered. (supportively)
