It's one of the more popular "street food" in the Philippines and you can find them almost anywhere, sold along with fishballs, squidballs and chickenballs. In the malls, look for "Oddballs" and "KISS King of Balls" kiosks or carts.
If you want to buy kikiam on wholesale, you can go to the public markets, or better yet Binondo or Ongpin.

The best kikiam I've tasted is in Sincerity (I think I should get an advertising fee (: ) . It's located in Chinatown. Specifically in Nueva street. If you need directions on how to get there, just go to Binondo church and you can ask anybody for directions from there.

no need to go to a special place....
Just go to a big grocery shop or a hypermarket, preferably SM hypermarket located in most SM malls. you can find them somewhere in the frozen goods section or ask for assistance from the hypermarket employees walking around.
trust me....... i've seen it, bought it, and eaten it.
