It should broadly mean the same thing. HR is recent nomenclature for what was being known as Administration. It is equivalent to Men Management. Human Resources is considered to be a sophisticated way, now introduced, after the IT industries setting up their offices, in India. Perhaps, there is a subtle difference in HR and Personnel department. HR will be concerned with only the recruitment and their training. Personnel department is concerned with their other service conditions, like their salary and allowances, sanction of law and resignation or retirement etc. Administration is concerned with the general up keep of the organization.

Administration is that which searches for the best to increase productivity. Planning and execution of the same
So called HR is fraudulent department which never has proper people in place.It is anti administration in attitude
Personal department always consist of low paid under qualified lazy bums who are always jealous of others and try to put a plug in everything

administration and management are meant to achieve the organizational objectives. inorder to run the matters smoothly administration with effectiveness i s necessary. in some countries administration pertains to lower level and management is at higher level. the purpose of management is to evolve policies and it is the responsibility of the administrative department to implement. at times during the process of implementation some problems may take place and it is the responsibility of the administration to bring it to the notice of management. human resource is vital for the success of any organization. there is a difference between the spelling of the word personal and personnel. personal means pertains to the individual. in organizations there will be personnel department that concerns about recruitment, selection, induction,training ,welfare etc. as such organizations will have personnel departments but not personal department. administration and management are similar in nature but administration belongs to lower level and management relates to top management.

Personnel is a department within Human Resources. Human Resources is part of Administration.

Personnel deals with hiring, firing, promoting employees. Human Resources includes that, but also benefits, payroll, etc. Administration is the non-producing part of the organization, the "back-office" support people.

in my view in india, the HR manager work is to become a HERO level..he can issue the memo to the worker, suspend for some times, creat problems in bonus time. dismissal order issue to his own employee., this is their main work.
IF YOU DONT HAVE ANY PERSONAL MANAGER FOR YOUR COMPANY.. SURE THERE IS NO PROBLEM WITH THE EMPLOYERS AND THE EMPLOYEES. no brain for the personal managers in india(only in india) other countries no such thing happen.
