Well, guess what i am one of those 10,000 people with a +97150228xxxx . Tell you what, if u have been harassed in anyway,save the message,if it's a voice call, not the date and time.
You could try emailing this information along with the details(if any) to Dubai Police http://www.dp.gov.ae and to Etisalat.
Since u are not a resident of UAE, i doubt whether they would take any action.
Just for Information sake, the UAE has no proper address system;Rather, systematic addressing has only just started. we only have PO Boxes. It's quite hard to locate people based on addresses, normally we use alot of landmarks.
Anyways, just try www.etisalat.ae if thats of any use.But i dont think there is a directory service for mobiles.

this is a mobile number it could be in a company name or even a person, you cant find an address by a phone number...

line provider is one and only up o now ETISALAT, communication service for whole u.a.e and if you report to police only then you can get adress in special case, but just reporting as abuse, providers may only will warn or can diconnect that line,
all in all you can't get the residing adress but only maximum of the passport written adress. may be mailing here can help if you are in serious help.
