There is no authority in the Constitution for "regulation". There is only legislation. Laws are something the People must obey. Regulation is not legislated, and it comes from the Executive branch of government. It is something the People are duped and intimidated into obeying.
Government cannot regulate free Men. It can only regulate that which it creates, i.e., corporations, agencies, etc.

Constitutionalists do not necessarily mean lees government regulation. THey just state there is a legal and illegal way to grant the Feds power. Now we just find a back door way to do it also the Constitution does not have to many limits on the power of a State. If you can convince the Legislature to pass an Amendment and 3/4 of the States to ratify it is law. The beauty of limiting the Federal government is twofold 1. politicians are much easier to hold accountable on a local level and harder for the someone to gain favor such as lobbyist. 2. if you don't like the way one State works you have 49 others to choose from. you see that some now but the long arm of the feds clamps to tight for true parity.

The answer to your question in my opinion is regulation should extend no further then to protect its citizens from harm and to create a level playing field for all. And most should come on a state level. We regulate everything now and contrary to what most people believe it often benfits the wealthy talk to any small business man and ask him what stands in his way from expanding his business most often it is regulation. While big companies are already have the resources to overcome new regulation and if you track the lobby money you will find alot of regulations are actually pushed by big business to stifle the smaller competition.
