The Pacific. But that's bases on an average. A good storm in the Atlantic could make huge waves. I'm not a surfer, but it's more about form and frequency than about size, although size is good if you are talking about surfing. My brother surfs, and he said that the deeper the waters are just off the coast the better. So the Atlantic probably doesn't have good beaches like La Jolla, or North Shore. La Jolla has an underwater canyon which causes the great waves there.

The difference of the crests and (the low parts) will be bigger on average in the Pacific because it's a bigger ocean, but the Atlantic has a lot more weather activity. When a Hurricane occures, the near shore waves are huge. I guess you'd have to really research a ten yeay history of scientific records to find a good answer for that one if you really want or need to know. There are oceanographers that studdy that stuff.

By the way, the deepest part of any ocean is in the Atlantic as far as I know.

I would think that it is the Pacific Ocean, because one of the important factors affecting wave height is the gradient of the nearshore ocean floor. The Pacific (specifically the West Coast of the US) is a tectonically active coast therefore the sea bottom rises up quickly as you approach the shoreline. Whereas, the East Coast of the US (Atlantic), is not tectonically active, therefore the seabottom rises up very gradually towards the beach.

The wave level depends. But truly on average, the Atlantic Ocean has much larger waves, because the humidity in the air is much greater, and so precipitation level is great, and the gravitational force of the moon is stronger closer to the verticle line dividing the earth into to hemisheres a.k.a the north and south pole.
