He was an honest cop who figured out that Damon was a crooked cop responsible for Di Caprio's and Sheen's deaths.

He Killed Matt Damon because he had it figured out that Damon was the baddest of the bad cop they had been looking for the entire time..... it was revenge, and simple harsh justice....

he wasn't a rat.....he knew that Damon was guilty....not going to say of what for those that may read this and haven't seen the movie yet....
