In my opinion it is Gyana.(Knowledge) Is it possible to explain it short - No because it is a ocean. There is a saying in Tamil - "Whatever we have learnt it is equivalent to a fistful of sand and what we have not learnt is equivalent to the size of world". Is it not very true. So if we part with the Gyana we have we are not going to loose anything because it will not reduce by giving it to others. On the other hand it will be in a growing process and it will go from people to people thought the world. See what sir C.V.Raman or any other eminent person has made Dana of their knowledge is being shared by the entire world. Hence the GYANA DANA is like a big YAGNA and the best of all Danas.
No doubt Anna dana is also good - by this you fill the stomach of a few persons. But, it will vanish from his stomach after sometime. This dana is very temporary for the receiver.

I would say Gyana Dana, because Anna Dana may satisfied one time hunger of a person while Gyana Dana may help him to earn his bread for future also. Still this dose not minimise the importance of Anna Dana also.

Both danas are equally good.
To a hungry man, only anna, but not gyana will be satisfying and vice versa for a person who wants to learn.
So, it is only contextual. Both or for that matter, what ever you give with free heart and good intention is GOOD.

Undoubtedly it is anna dana as there is nothing equal to it.
It is extolled in sastras.
