legally? doubtful.

if you want it to be enforceable, you cannot violate legal procedure (setting up a camera, trap, etc.)

you could hide somewhere and observe - then act like you just happened to walk in, but then it will likely become your word versus the thiefs

I can tell you this, if anyone comes in and sees you're hiding - guess who they are going to think the thief is?

In some countries, there are bathroom and locker monitors.

But in our very homophobic societies, it is unlikely we'll go there.

Maybe the best strategy is a combination of theft prevention, including better locks, not bringing valuables into the lockers, with search warrants on suspects, checking pawn shops, marking bills, even chemically tagging currency.

Put a small mouse trap in the pockets of your clothes. The person with the welts on the fingers will be your crook.

It's not your job to catch them. If something from you personally was stolen, tell the principal.

Hide in there, or if possible, set up video surveillance. Better still, lock them so no-one can get in there alone
