If you mean the Core 2 Duo, it is faster because it is newer and has better architecture than Pentium 4, it also has two cores insteaed of one, and the front side bus is faster, and it has more cache.

Technically the Duo Core processor is the more powerful of the two because it can run two processes simultaneously, as if there were two separate processors.

In order to take advantage of this power requires a special kind of program called a "multi-threaded" program. It is more difficult to create and debug a multithreaded application. However windows itself is multithreaded, as is many of the microsoft applications.

So the duo core is like having two 1.83GHz processors or 3.66 Billion operations per second whereas the pentium four is just 2.66 Billion operations per second.

the 1.83 sounds like it's a laptop or mobile chip making it a whole different world of technology in terms of efficiency and power consumption .... for stand alone apps like word processing and the like wouldn't be too much difference ... high end apps that put strain on a processor like CAD programs and graphic rendering proggies would benefit a whole lot more from the 1.83 chip
