I haven't used heat in my bedroom in quite some years; the rest of my house is heated slightly just to take the edge off the coolness. I also put plastic over my windows and I layer my bed quite well. Canadian winters can be quite cold so I usually have a sheet, a comforter, a few wool blankets and a down sleeping bag over me. I like it better that way, however it's hard to get up to a cool house in the mornings! You can always layer your clothes when you're at home, but I don't think I needed to tell you that!
So it's completely up to you for what you want to do to cut back on heating bills. A lot of people are starting to use those electronic thermostats now, and apparently they cut back on the amount of electricity used, without them decreasing the temperature in a room.

Invest in a heated mattress pad. My son & I have one on our beds, covered with a regular mattress pad. It heats the bed & stays warm until you turn it off, just like an electric blanket. We've had ours for 4 years now & no extra cost in electric bill.

We also use lap blankets or extra blankets when we're watching TV if we're cold. Flannel sheets get too hot for us too. I use the T-shirt material sheets. Warmer all year round. If you have allergies, down comforters can be a health hazzard. Add an extra comforter or blanket instead.

We also wear slippers & socks. I buy the special socks with the non skid bottoms so we don't slip & slide on the linoleum floors. Flannel or fleece jammies are a good idea too.

put a sweater on. It is cool in my house right now, but comfortable. I have a sweater on and drinking hot chocolate. You don't have to have the heat turned way up. Just put the thermostat in the 60's, and put a sweater on. That is what I do. Works just fine.

Insulate your house
Insulate you

Besides, why are you using electricity to heat your house? Natural gas is way cheaper.
