There are 2.54 cm to an inch
There are 12 inches to a foot
There are 100 cm to a meter
So 860 m/s x 100 cm/m x 1 in/2.54 cm x 1 ft/12 in = 2820 ft/s
If you remember there are 3.28 ft in a meter then you can do this factor/label problem in one step
860 m/s x 3.28 ft/m = 2820 ft/s

1 meter/second = 3.280 839 895 foot/second
860 meter/second = 2 821.522 309 711 foot/second
