Yes, he can. As a tenant you are expected to maintain the apartment and keep it in good order. By letting his dog just relieve itself anywhere and not cleaning it up he is destroying the property and making it inhabitable. he could not only be evicted, but sued for damages. It is also cruel to the dog to make it live in those conditions.

Ok, im speaking from an experience. I had a noise problem with my landlord a few weks ago. I was accused of "desturbing the peace and quiet enjoyment of the other tenants." So, i tried my best to explain the accusation to my landlord, and also tried to talk it out with those people who were complaining to the landlord. None of them seemed to be willing to cooperate.

The landlord told me that he is required by law to evict me, by hiring his lawyer to prepare and carry out all the legal eviction procedures, and he continued, by telling me that I would be held responsible for the payment for his lawyer (which would be about 2000 dollars, 200 per hour lawyer). Whatsmore, i was not going to get my security deposit ($3000) because i was breaking the lease contract, i.e. leaving the apt before the contact ends. So, basically, I was going to be evicted from my apt with over a thousand dollar in dept.

Yes, at the time i was little nervious and didnt know what to do. Then, i said to myself. Fk it! if im going to be evicted, i would be screwed anyway, so I decided to sue my landlord and those basterds who were accusing me. During the trial, I learned so much about landlord and tenant relationship, like:

1. Landlord cannot do anything to you, unless you are doing something wrong. Now, whats right and whats wrong? read the lease contract, everything is in there. That is the only legal document between you and the landlord, so if the lease contract doesnt say its wrong, its not wrong, simple as that.

2. Also, landlords bully you. For example, like my landlord, there's no such thing as the evictee tenant is being held responsible the landlord's lawyer payment. I found out that was just some stuff he made up.

As the trial ended, i got back my 3000 dollar sec. deposit plus my partial last rent, and the landlord paid me a 1000 dollars for causing trouble, and found me a better apt at a much lower rate, in a much convinient location.

so, now i aint scared of no landlord. i can look 'em in their eyes, and say, " why would i believe what you're saying, fool?"

(dont get it twisted, its not intended to be a legal advise or anything, its just my past experience with my stupid landlord)

I hope this story might help you to make a wise decision.

goodluck in your life..

As long as no permanent damage is being done to the apartment, probably nothing will be done. There is a process to get someone evicted, and it's a hassle. An owner will not go through it just for untidiness.

YES and if ur bf is paying for the rent there as well, the landlord CAN make him pay for the cleanup costs too. I think ur bf needs to find another place to live and FAST.

If the living conditions are really bad, township can condemn it. If you think they are being treated wrongfully have them check the lease that they signed or go to the Township Hall.
