It certainly is not. That being said, that are a lot of "crock" companies that offer SEO services and there are "crock" techniques. Anybody who is willing to put the time and effort into SEO, it will work. It's a billion dollar industry, I doubt very much it is. In fact more and more fortune 500 companies are realizing the value of SEO and are using it their marketing plans.
